To be effective, risk management must be proactive and preventive, and not be so partitioned by risk professionals, nor indeed to delegate functions of middle management.
Risk management must be achieved transverse driven leadership and evaluated at regular journals devoted exclusively to "treat" the risk.
To enhance effectiveness, we suggest to design a system of risk management, by classifying them into three categories according to their degree of predictability, according to their controllability and according to their potential consequences for organization.
